i don't think so, assuming it is even possible to end the war through such tactics. it would be exactly what karl rove wants if they did. this whole surge thing is bullshit. no one thinks it is going to work, including bush. it is just a way to look like he is reacting to the election and to paint the dems, who were elected to stop the war, into a corner. if they de-fund his escalation rove will crucify them in the media and put the blame for losing the war on them; and if they go along with the escalation they alienate their base who voted them into power and look weak and unprincipled to boot.
the smart thing for the dems to do in this situation is to say "ok mr. bush, we'll let you have your way, but in order to get the 20,000 troops you are going to have to get up in front of the congress (and the cameras) and ensure the american people that this is going to work and that if it doesn't that you will be the one to blame."
bush needs to get in front of the nation and ensure us all that he won't be back in 6 months, in 12 months, demanding yet another 20,000, and another 20,000, brave men and women to be torn away from their families to fight and die in the iraqi desert. and if this latest "surge" isn't the magic bullet he claims -- no, PROMISES -- it will be, then he needs to also promise to stop pretending that victory is anything more than the campaign slogan he has used it as and bring our troops home once and for all.
